近年来，通过能源转型以应对气候变化已成为全球范围内的重要任务，更成为绿色经济复苏计划的核心。2021年10月19日，英国政府公布了一项具有里程碑意义的“净零战略”，阐明了英国将如何兑现其到2050年实现净零排放的承诺。

早在2007年，英国已提出“低碳”概念并积极倡导搭建灵活高效的能源系统，这也成为其最初决定推广智能电表的核心。现如今，日益增长的分布式新能源消纳、电动车充电、家庭能源管理等需求对英国国家电网提出了进一步的要求，在家庭和企业中推出智能电表成为实现净零排放的关键，它作为一项重要的基础设施升级，将使能源系统更便宜、更清洁、更高效，可为英国减少多达4500万吨的碳排放。

A modern energy system fit for the future can’t happen if we’re still using technology from the last century to measure our consumption. So, more needs to be done to drive customers to take up smart meters and we have urged the Department for Business, Energy and Industrial Strategy (BEIS) and Ministers to link the smart meter programme with all the Net Zero and Green Recovery announcements being made. 1

源起2010，绽放2020，碳减排概念助力净零战略

2010年，英国政府已设定了雄心勃勃的目标：到2020年底，在每个家庭和小型非家庭用户安装智能电表和燃气表，这个大规模的IT和PFI混合项目涉及英国3000万个家庭和小企业中大约5300万台设备的安装。通过智能计量方案（电表，气表，IHD，DCC）收集终端消费者能源消耗和行为数据，在服务提供商和消费者之间提供实时的、空间明确的双向链接，成为英国能源部门数字化的重要里程碑。

同年，成都长城开发科技有限公司（以下简称“深科技成都”）英国项目组通过前期完善的客户调研与市场可行性分析，依托欧洲市场已有的大规模电表研发与部署经验，制定了一套满足英国市场需求的智能电表方案。为推进英国发展战略及产品、研发、市场的全球化布局，深科技成都于2012年正式成立开发科技（英国）有限公司，以进一步贴近客户并满足其对配套企业本地化的要求。

此后，深科技成都积极配合英国SMETS 1（Smart Metering Equipment Technical Specifications 1）第一代智能电表和SMETS 2第二代智能电表两大阶段定制化产品方案的研发、测试与升级工作，并在2016年成为全球唯一一家为英国市场提供Hot Shoe和Flying Lead的智能表计厂商。2020年，深科技成都中标65万台智能电表和25万台气表项目，成为中国唯一一家在英国市场获得智能表计订单的厂商，并于同年正式量产出货。截至目前，已累计获得英国两大电力公司的百万级产品项目。

对于早已将碳减排概念融入电表研发设计运用中的深科技成都来说，助力全球客户推动节能减排工作已成为其重要的工作目标之一。通过不断提升英国市场智能电表的安装量及推广智能计量技术的应用，深科技成都协助英国电力公司增强其与终端消费者双方的互动，为能源的高效利用铺平了道路。对于家庭用户来说，通过智能电表方便地了解电能消费情况，以便做出减少高峰时段用电、增加低碳电能消费等决定；对于企业用户来说，它可提供能源审计、能效指南和碳排放计算功能；对于售电供应商来说，它可以获取用户能源消费数据，以便更有效地制定分时电价，为需求侧响应创造条件；对输电供应商来说，智能电表为储能、分布式光伏发电等新技术的推广创造了条件。

厚积薄发，关注安全及可靠特性

早在2016年，英国第一主流大报《泰晤士报》已预测中国智能计量产品即将占领英国市场，但同时也表示可通过NCSC（National Cyber Security Centre英国国家网络安全中心）对中国智能表计公司和产品进行严格审核，以降低其对国家安全和内部市场造成的潜在威胁:“Chinese electronic companies are manufacturing smart meters to install in millions of Britain’s homes despite warnings by the intelligence agency GCHQ that the technology poses a potential threat to national security. Two of China’s biggest electronics companies — one controlled by the Beijing government — are providing some of the meters and software for the £11bn programme to install the technology in almost every home in the UK by 2020. One has already signed a deal with one of the “big six” energy companies and the other has been on an official list for trials. The vetting of the Chinese manufacturers is set to be among the first tasks of the National Cyber Security Centre (NCSC), which opened in London earlier this month.”2

与此同时，全球知名投资公司Foresight Metering常务董事Tom Thorp也预测中国的智能表计将凭借强大的技术实力占据并主导英国市场，但他同时也质疑中国计量产品的安全性和可靠性问题：“China has in the past had a reputation for cutting corners to deliver on cost competitiveness, therefore compromising the integrity of the product. Smart meters need to function on a wall for a minimum of 15 years, and in the case that they fail, within the first five years, must be covered by warranty and compensation for extra costs such as those of installation.” “The State Grid Corporation of China has invested billions of dollars to date in smart metering for its own customers, so with the mandated roll-out of SMETS 2 smart meters to move into full swing in the UK later this year. If this happens, the Chinese are set to become a dominant player in the smart meter market in the next three to five years.”3

迄今为止，全球智能计量领域最主要挑战之一是其安全标准技术规范的制定。在全球计量市场开拓的进程中，深科技成都已将智能计量产品的安全性提升至最高研发等级，并确保安全性特征贯穿于在整个产品全生命周期的每个阶段，以维护终端消费者信息和智能电表数据的隐私，并防止未经授权的篡改和黑客进行欺诈或破坏能源供应。

2013年，深科技成都加入英国BEAMA协会，为智能计量产品和系统的数字化、互联互通性等标准化制定积极贡献力量，以确保低碳能源和环境服务能够安全、高效地推动经济和环境效益的发展。

2019年，深科技成都成为中国唯一一家通过由NCSC（National Cyber Security Centre）颁布的CPA（Commercial Product Assurance）国际一流安全认证的智能表计厂商。已有成就并不能让深科技成都放缓追求技术创新的步伐，目前，深科技成都覆盖英国市场的全系列智能计量产品（包含四端子单相表、五端子单相表、三相表）均通过CPA认证，进一步加强其在英国市场关于安全可靠计量方面的重要承诺，以高可靠性和安全性的“中国设计、中国智造”智能计量产品展现“中国品质、中国力量”。
